The remnants of Tropical Storm Edouard are pushing through Texas this week. Let’s be accurate about what that means here, because you’re going to hear otherwise. Read to learn more about your roof leak after heavy rain Central Texas.

Edouard didn’t hit Central Texas. It made landfall Tuesday afternoon near Johnson Bayou, Louisiana — roughly 15 miles from Port Arthur — with 60 mph sustained winds, and weakened to a depression by that night. The damage went to the coast and Southeast Texas.

What we’re getting is rain and modest wind. Forecasts have put the I-35 corridor and west in light rain, with maybe up to two inches across Central Texas and one to four inches in our eastern counties. Gusts around 15 to 20 mph, possibly 30 to 40 along and east of I-35.

For a properly installed roof, 40 mph is nothing. Architectural shingles are rated to 110 mph.

So no, this storm is not going to tear up your roof.

Why leaks show up now and not in June

Central Texas just came through a punishing stretch. Flash drought, burn bans across the region, extreme fire danger in Waco, Hillsboro, Gatesville, and Meridian, and weeks of triple digits. Highs near 97°F with heat index over 100 as recently as this week.

Three months of that does specific things to a roof:

Sealant fails. The flexible sealant around pipe boots, chimney flashing, and vents is the shortest-lived material on your roof. Sustained UV and heat make it shrink, harden, and pull away from the surfaces it’s bonding.

Rubber boots crack. The rubber collars around plumbing vents are the single most common leak source on a residential roof, and heat is what kills them. They split, and the split doesn’t matter until water runs over it.

Shingles get brittle. Asphalt is a petroleum product. UV drives granule loss, the mat underneath oxidizes and hardens, and thermal cycling — 97°F afternoons dropping to the 70s overnight, for months — fatigues it. Fine cracks open up.

Fasteners back out. Metal expands and contracts. Over a hot summer, nails and screws work loose a fraction of an inch at a time.

None of that leaks in a drought. No water, no evidence. The roof looks fine from the driveway because nothing is testing it.

Then the first sustained rain in months arrives, and everything that failed in July finally announces itself.


What to watch for over the next few days

While it’s raining, and right after:

  • Ceiling stains, especially near vents, chimneys, or where the ceiling meets an exterior wall
  • Damp or musty smell in the attic — check it with a flashlight during or just after the rain
  • Water in light fixtures or around ceiling fans — electrical, treat it seriously
  • Bubbling or peeling paint on ceilings or upper walls
  • Drips at soffits or eaves, which often means water is getting behind the fascia
  • Gutters overflowing rather than draining — three months of dry debris packs tight

A stain that appears and stops is still a leak. Water found a path. It’ll use it again next time.


The part that’s easy to get wrong

If you find a leak this week, it is almost certainly not storm damage. It’s summer damage that rain finally revealed.

That distinction matters for two reasons.

For your insurance: carriers generally cover sudden damage from a specific event, not gradual wear. Filing a wind claim for a heat-cracked pipe boot after a 30 mph gust wastes your time and puts a claim on your record for nothing. Texas wind and hail deductibles commonly run 1–3% of your dwelling limit — $4,000 to $12,000 on a $400,000 home — so a boot replacement isn’t close to a claim anyway.

For your contractor selection: if someone knocks on your door this week and tells you Edouard damaged your roof, they’re either wrong or hoping you don’t check. The storm made landfall 250 miles from Waco. Anyone offering to “handle your claim” for storm damage that didn’t happen here is worth being skeptical of — and under Texas law, roofers can’t legally negotiate your claim at all.

The honest version is less dramatic: a cracked boot is usually a couple hundred dollars. Left alone through a wet fall, it becomes decking replacement and drywall work.


The good news nobody’s mentioning…

This rain is welcome. Central Texas has been under burn bans with fire danger rated extreme, and 165-plus Texas counties on the Forest Service burn ban map. A few inches of rain is genuine relief for a region that badly needed it.

It also gives you something free: a full-scale test of your roof, right before fall. Whatever leaks this week is a problem you now know about, in early September, with the best repair weather of the year still ahead. That’s a much better position than finding it in a February cold snap.

How fast should I fix a small leak? Soon. A leak that produces a small ceiling stain is already wetting decking and insulation above it. Repairs in the low hundreds become decking replacement, insulation, and drywall if left through a wet season.

Texas Roof Insurance Claims: The Deadline, the Deductible, and What Your Roofer Legally Can’t Do

Short answer: you generally have two years from the date of the storm to file a Texas roof insurance claim — not two years from when you noticed the damage. It is illegal for a roofing contractor to waive, absorb, or rebate your deductible. And under Texas law, your roofer cannot negotiate your claim with your insurance company, no matter what the guy who knocked on your door after the last storm told you.

That third one surprises people most, so we’ll be direct about it: there are things you may want us to do that we are legally not allowed to do. Here’s the whole picture, with the statutes, so you can check it yourself.

The deadline: two years, and the clock starts at the storm

Texas Insurance Code §542A.003 sets the limitations period for residential property damage claims from forces of nature — hail, wind, tornado, lightning, flood — at two years from the date of loss.

The date of loss is the date the storm happened, confirmed by weather data. Not the date you found the stain on the ceiling. Not the date a roofer climbed up and told you what he saw. Not the date the leak started.

If a hailstorm crossed McLennan County on May 12, 2025, your deadline is May 12, 2027 — even if you didn’t discover the damage until 2026.

Two things make this tighter than it sounds:

Your policy may impose a shorter window. Many Texas policies require prompt notice of a loss, separate from the statutory limitations period. Late notice can be grounds for denial on its own. Read your policy’s reporting requirement, not just the statute.

The pre-suit notice eats 61 days. If your claim is denied or underpaid and you end up needing to sue, Chapter 542A requires written notice to the insurer at least 61 days before filing. That waiting period does not pause the clock. Practically, your real deadline is about two months earlier than the calendar says.

The lesson isn’t “you have plenty of time.” It’s the opposite: get the roof looked at after the storm, not after the ceiling stains.

The deductible: it is not negotiable, and offers to waive it are a crime

Texas Insurance Code Chapter 707 states plainly that a person insured under a property policy shall pay the deductible on a first-party claim.

The Texas Department of Insurance is blunt about what that means for contractors: it is illegal for a contractor to offer to waive, rebate, or absorb a policyholder’s deductible. Violations are a criminal offense, not a technicality — first offenses are prosecutable as a Class B misdemeanor.

The law also requires that contracts of $1,000 or more involving an insurance settlement include a notice that the policyholder must pay the deductible, and it allows insurers to request proof that you actually paid it.

So when a contractor says “don’t worry about your deductible, we’ll take care of it” — three things are true at once:

He is offering to commit a crime.
He is asking you to participate in one.
The money has to come from somewhere. It comes out of your roof — thinner underlayment, skipped flashing, fewer nails per shingle, or an inflated invoice to your carrier. Nobody absorbs $4,000 out of goodwill.

The part most roofers won’t tell you: we can’t negotiate your claim

This is the section that costs us business to write, and we’re writing it anyway.

In 2013, the Texas Legislature passed House Bill 1183, adding §4101.251 and §4102.163 to the Insurance Code. Together they draw a hard line:

An insurance adjuster may not adjust a roofing loss if they’re also a roofing contractor or have a financial interest in a roofing business.
A roofing contractor may not act as a public adjuster, or advertise to adjust claims, for any property where they are providing or may provide roofing services — regardless of whether the contractor holds a public adjuster license.

The logic is straightforward: the person who profits from the repair shouldn’t be the one deciding what the claim is worth.

This was tested and upheld. In Texas Department of Insurance v. Stonewater Roofing, a roofing company challenged these provisions as a violation of free speech. The Texas Supreme Court rejected the challenge and dismissed the case. The law stands.

What that means in practice…

A Texas roofer legally cannot:

  • File your claim for you
  • Negotiate the settlement with your carrier
  • Tell your insurer they represent you, or speak for you on coverage
  • Advertise that they’ll “handle your claim,” “recover every dime you’re owed,” or help you “avoid incorrect settlement pricing” — TDI lists all three as improper

A Texas roofer legally can:

  • Inspect your roof and photo-document the damage before you file
    Give you a written estimate and detailed scope of work
  • Be present when the adjuster inspects, point out documented damage, and answer technical questions
  • Explain what the carrier’s scope does and doesn’t include, so you can raise it yourself
  • Do the actual work

That fourth one matters more than people realize. We can’t argue with your adjuster — but we can make sure you understand what’s on the estimate and what’s missing from it, so you can.

If a contractor’s pitch is that they’ll fight the insurance company for you, that pitch is illegal. It’s also the single most reliable indicator you’re talking to a storm chaser rather than a local company that’ll be here in ten years.

One more thing Texas doesn’t do: license roofers

The Texas Department of Licensing and Regulation does not license roofing contractors. There’s no state exam, no required registration, no mandatory insurance. As the Roofing Contractors Association of Texas puts it, anyone can call themselves a roofer in Texas.

That’s why the vetting falls to you. What actually exists:

RCAT licensing — a voluntary program requiring two years’ experience, a fixed Texas business address, proof of financial responsibility and insurance, and a passed exam
Manufacturer certifications — like IKO RoofPro or Craftsman Premier, which require verified installation standards and unlock better warranties
Local registration — some Texas cities require contractor registration to pull permits, though requirements vary by jurisdiction

Ask for proof of general liability and workers’ compensation. Texas doesn’t require private employers to carry workers’ comp — and if an uninsured crew member is hurt on your roof, that can become your problem.

The claim sequence that actually works

Get documented first. Have a roofer inspect and photograph the damage before you call your carrier, so a written record exists that predates the claim.
You file the claim. Directly with your insurer. Not your contractor — that’s the part the law reserves for you.
The carrier sends an adjuster. Have your contractor on site to walk the roof with them and answer technical questions.
Review the scope. The carrier produces an itemized estimate. Compare it line by line against your contractor’s scope, and raise any gaps with the carrier yourself.
Pay your deductible. It’s required, and your insurer can ask for proof.
Work gets done. On a replacement cost policy, recoverable depreciation is typically released after completion.

Standing Seam vs. Exposed Fastener: Which Metal Roof Lasts Longer in Texas?

Short answer: A concealed-fastener standing seam roof lasts 40 to 70 years. An exposed-fastener panel roof — R-panel, corrugated, screw-down — lasts 20 to 35. Same metal, same coatings, roughly half the lifespan. The difference is not the steel. It is the several hundred rubber washers holding one of them down, and what months of Central Texas thermal cycling do to them.

If you are getting metal roof quotes and one is dramatically cheaper than the others, this is almost always why. It’s standing seam vs exposed fastener metal roof: They are not the same product.

Why the lifespan gap exists

Exposed-fastener systems run screws through the face of the panel into the deck. Each screw has a rubber (EPDM) washer that compresses to seal the hole. On a typical house that is several hundred to a couple thousand individual seals, each one a potential leak.

Two forces work against them. UV degrades exposed rubber. Thermal movement works the screws loose — metal expands and contracts with temperature, but the panel is pinned rigidly to the deck, so the movement has nowhere to go except against the fastener. Central Texas supplies both forces relentlessly: Waco logged 90 days at or above 100°F in 2011, including 44 consecutive, with overnight lows 25–30 degrees below the afternoon high.

Expect fastener service — re-torquing, washer replacement, resealing — somewhere in the 10-to-20-year window. That is a maintenance cost, not a defect.

Standing seam systems hide the fasteners. Panels attach to the deck with concealed clips and lock together at raised vertical seams. Nothing penetrates the water plane in the field of the roof. Critically, the panel is designed to float — two-piece expansion clips let it slide as it expands and contracts, so thermal movement is accommodated instead of fought.

That is the whole 50-year difference in one sentence: standing seam moves, screw-down does not.

Not all standing seam is the same either

Within standing seam there are three profiles, and the distinction is genuinely functional — not upselling.

For most Central Texas homes with normal pitch, snap-lock over two-piece expansion clips is the right specification. Mechanical seaming earns its extra cost on low-slope sections — porches, additions, and dormers where water moves slowly.

What actually fails on a metal roof

The panel almost never fails. Here is what does, in rough order of frequency:

  1. Pipe boots and penetration flashings. Rubber boots around plumbing vents are the shortest-lived component on any roof. Plan on replacing them mid-life.
  2. Sealants at transitions. Headwalls, sidewalls, and chimney flashings rely on sealant that has a service life shorter than the roof.
  3. Fastener washers — on exposed-fastener systems specifically.
  4. Panels pinned at both ends. An installation error. If a panel cannot move, it will oil-can, buckle, or tear at the fastener.
  5. Trapped moisture from the wrong underlayment. Condensation against the back of the metal corrodes it from the inside out.

Which is the real point: the panel may be rated for 50 years, but the installation decides whether you get 50 or 25. A poorly installed metal roof can fail in 15 years without the metal ever rusting through.

Specifying it right for Central Texas

Gauge: 24, not 26 or 29. Lower numbers are thicker. 24-gauge resists denting and oil canning noticeably better — worth the upgrade in hail country. Thin 29-gauge agricultural panel belongs on a barn.

Substrate: Galvalume-coated steel. Galvalume is roughly 55% aluminum and 43.5% zinc over a steel core — the aluminum resists oxidation, the zinc gives sacrificial protection at cut edges and scratches. AZ50 and AZ55 designate coating thickness; AZ55 is the more protective. Aluminum is the coastal answer and you do not need to pay for it in McLennan County.

Coating: PVDF (Kynar 500 / Hylar 5000), not SMP. This is where inland Texas roofs are actually won or lost, because our failure mode is sun, not salt. PVDF paint warranties typically run 30–40 years for film adhesion with roughly 30 years of chalk-and-fade coverage. SMP warranties generally do not exceed 20 years for adhesion and 10 for color. Over 230 sunny days a year, that gap shows.

Clips: two-piece expansion, not fixed. Fixed clips are cheaper and acceptable on short panel runs. On long runs in a climate with our temperature swings, they are a false economy.

Ask about oil canning up front. Oil canning is visible waviness in the flat area of a panel — a cosmetic characteristic of light-gauge metal, not a defect. Thicker gauge, striations or pencil ribs in the pan, and proper clips all reduce it. A contractor who tells you it never happens is either inexperienced or not being straight with you.

When exposed-fastener is the right answer

It genuinely is, sometimes:

  • Barns, shops, and outbuildings. No reason to pay standing seam prices.
  • Firm budget where the alternative is deferring the roof entirely. A well-installed R-panel roof beats a failing shingle roof.
  • Simple, large, uninterrupted planes where the fastener count per square foot is low and access for future service is easy.

Just price it honestly against its real service life. At 25 years, an exposed-fastener roof is competing with architectural shingles — not with standing seam.

Where the Central Texas climate actually decides it

Three stressors matter here, and they do not hit both materials the same way.

UV. Waco averages roughly 230 sunny days a year. Asphalt shingles are a petroleum product with a granule layer whose entire job is shielding the asphalt from ultraviolet light. As granules shed, the mat below oxidizes, hardens, and gets brittle. Metal does not oxidize under UV — the paint system fades, which is a cosmetic timeline (30-plus years on a PVDF finish), not a structural one.

Thermal cycling. This is the underrated one. Central Texas gives roofs 100°F afternoons and 70s overnight for months at a stretch — Waco recorded 90 days at or above 100°F in 2011, including 44 consecutive days from June 30 to August 12. Every cycle expands and contracts the roof. Asphalt shingles absorb that as cumulative fatigue in the mat and at the nail line. Metal handles it too — but only if the system was designed to move, which is a real distinction between metal systems and something we cover in standing seam vs. exposed-fastener metal roofing.

Hail. Texas leads the nation in hail events. The failure modes are completely different: hail cracks shingles, and hail dents metal. A cracked shingle stops being a water barrier. A dented panel keeps working. That is the whole case for metal in hail country — and it is also why the insurance side has a wrinkle worth understanding before you buy.

The insurance angle cuts both ways
